Invitation for BIDS [IFB] - Extension of Audit House, (PIFRA-II)

The Islamic Republic of Pakistan has received a “credit” from the international Development Association towards the Cost of the above mentioned project hereinafter called “PIFRA”. PIFRA intends to apply a portion of the proceeds of this “credit” to eligible payments under the contract for extension of Audit House, Islamabad.

PIFRA now intends to have sealed bids from eligible bidders for the works under the above named Contract. The Bid Security is 2% of the bid price.

  • The Works are “Extension of Audit House, Constitution Avenue, Islamabad”.
  • The construction completion period is 730 days (Seven Hundred & Thirty Days).
  • Bidders must fulfill the qualification criteria prescribed in the bidding Documents.
  • Bidding will be conducted through the National Competitive Biddings (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders.
  • A complete set of bidding documents may be purchased from Project Manager, (Mr. Rashid-ul-Hasan, Managing Director) M/S. Hasan Associates International (Pvt) Ltd 1, 2nd Floor, Taj Arcade, 73-Jail Road, Lahore. Phone # (042) 758 3573 (Ext. 103) – 757 5969 Fax # 757 5968 on payment of non refundable fee of RS. 5000/- [Rupees Five thousand only] through a bank draft/pay order in favour of the Project Manager. The Bidding documents can be sent to the Bidders address through courier service if so requested by the Bidder. In such case the amount of non refundable fee will be Pak RS. 6000/- [Rupees six thousand only]. No liability will be accepted for loss or late delivery.
  • A pre-bid meeting will be held on May 15, 2008 at 1130 Hours in the committee room of PIFRA Islamabad for the purpose of clarifying issues and answering questions on the Bidding Documents.
  • Bid shall be valid for a period of 91 days after bid opening. Bids together with the Bid Security equal to 2% of the Bid Price in the shape of Demand Draft or Bank Guarantee in the name of Project Director PIFRA must be delivered to the Project Director PIFRA at the address given above on or before dead line i.e. May 29, 2008 by 1130 Hours [Pakistan Standard Time-PST]. Bid must also be accompanied with information as an evidence of the Bidder’s qualification for performing the Contract.
  • Bids will be opened in the presence of the bidder’s representatives who choose to attend on May 29, 2008 at 1200 Hours (PST) in the committee room of PIFRA, office of the Auditor General of Pakistan, Islamabad.
  • The Project Director reserves the right to accept or reject any or all the bids without assigning any reason thereof.
